RANGE DAY – ATE SE

GENERAL 

1.         This Range Action and Safety Plan (RASP) has been produced to support Lydd Rifle Club using ATE SE Ranges on  TIME \@ "d MMMM yyyy" 5 October 2008 in accordance with Reference B.  The range period will be conducted under the general rules of the National Rifle Association as contained in References A and C.   

AIM

a.         The aim of the range period is to allow members to participate in a Club Shooting Day and practice their shooting skills.

RISK ASSESSMENTS 

4.         Risk Assessment.   A Risk Assessment on Range Procedures has been carried out as required in Reference C and all activities have been judged safe if conducted in accordance with Reference B. 

5.         Medical Risk Assessment.    A Medical Risk Assessment has been completed in accordance with Reference C.  The medical arrangements required as a result of the medical risk assessment are contained in paragraph 9 of this letter. 

6.         Changes/Amendments to the Activity Plan.   If the format of the day’s activities needs to be altered for any urgent and imperative reasons the RCO is authorised to amend the plan.  The changes, together with the reasons, are to be recorded in this RASP. 

DUTIES 

7.         RCO 

a.         The RCO is responsible for overseeing the organisation of all aspects of the Range Day in accordance with the rules contained in Reference A.  In particular he is to check the condition of the: 

(1)        Firing Points.

(2)        Target Frames/Mechanisms.

(3)        Competitor Shelter (In the event of inclement weather).     

(4)        Telephone connections on the Firing Points/Butts.

(5)        Range in Use flag.

b.         He is to conduct the Range Day safely and in accordance with the rules contained in Reference C.

8.         Firing Point Supervisors.   (NA) The Firing Point Supervisors, if appointed, are responsible for the safe supervision of firing as directed by the RCO and in accordance with the rules contained in Reference C.  In particular they are to: 

a.         Know which lanes they are responsible for.

b.         Ensure safe handling of rifles on the firing point at all times.

c.         Ensure correct targets are engaged.

d.         Ensure that no cross lane firing takes place.

e.         Intervene only if a breach of safety is about to occur.

f.          Stay alert at all times.

g.         Ensure that Firearms are clear before the firer leaves the firing point.       

9.         Medical.   (NA) The nominated First Aider is responsible for ensuring that the medical cover required in accordance with Reference C is available.  In particular he/she is to ensure that the contents of the First Aid Kit are correct and contain the required equipment.   

a.         The nearest Hospital equipped to deal with serious trauma is at Ashford, the William Harvey Hospital, Kennington Road, Willesborough, Kent. Do not contact direct. 

b.         Range Control must be informed at once.

 

ACTION ON ARRIVAL AT RANGE 

10.        The RCO is personally to book in on the range and report to the Range Warden and complete and sign MOD Form 906 and all supplementary paperwork, The Range Warden will then inform Range Control by telephone and issue radio as required.

 STAFF BRIEF

11.        The RCO is to issue a verbal brief to the safety staff covering all points concerning the safe running of the range.  The following points are to be included:

a.         The general outline of the Range period and the sequence of events.

b.         The signal to stop firing and actions to be taken in the event of any emergencies.

c.         Actions to be taken in the event of:

(1)        Fires.

(2)        Firearm malfunctions.

(3)        Observing a dangerous practice.

d.         Safety rules peculiar to the range as contained in Reference C.

e.         Actions to be taken if any person is seen moving into the Range Danger Area forward of the firing point in use.

12.        Additional points applicable to the Firing Point Supervisors must be covered as follows:

a.         Handling drills, safety rules and characteristics of the rifles being supervised.

b.         When firearm and equipment may be moved onto the firing point.

c.         Details of the range programme for the day.

13.        Additional points applicable to the radio/telephone operator must be covered as follows 

a.         Frequencies and alternatives.

 b.         Call-signs of all those on the net.

 c.         Action to be taken on loss of communications to the Butts.  The RCO is to be informed as soon as possible.

 

SERIOUS INCIDENTS 

14.        If a serious incident occurs the procedures in Reference C, which are displayed in the Range Wardens accommodation, are to be followed in detail.  A full report will have to be submitted as soon as possible to both the Range Administering Authority and the NRA.

 

SETTING UP 

15.        The RCO is to ensure the following are carried out:

 

a.         Check that the correct targets are available.

 

b.         Ensure that the Ammunition Point is located to the rear of the Firing Point and that the ammunition issuer is aware of the shoot requirements. (NA for Civilian shooters)

 c.         Establish the First Aid point.

 

BRIEFING & REHEARSAL

 

16.        A Briefing and rehearsal, attended by all members of the range staff, is to be conducted.  Radios and/or telephones are to be tested.

 17.        During the briefing and rehearsal the use of the Butts flag and ‘lost communications’ procedures must be practised.

 

FIRERS

 18.        On arrival of the firers the RCO is to obtain clearance to fire has been received from Range Control.  The following sequence of events must be followed:

 

a.         Ammunition.   Private ammunition is allowed on the firing point.

b.         Hearing Protection.   Check that all firers are in possession of adequate and serviceable hearing protection.

c.         Safety Brief.   The RCO must carry out a Safety Brief to firers which must cover the following:

(1)        The signal to stop firing in an emergency.

(2)        The actions to be taken on receipt of the signal to stop firing.

(3)        The  actions to be taken if an incident occurs.

(4)        The actions to be taken if personnel, vehicles, livestock or wildlife are observed inside the danger area.

(5)        A description of the targets being used at each distance during the range period.

(6)        Actions to be taken on seeing a red flag raised in the butts.

(7)        Safe handling rules, particularly when weapons and equipments may be moved onto the firing point.

(8)        Medical and First Aid arrangements. (RCO First Aid Kit)

d.         Range Area Layout.   A description of the range area must be given including pointing out the relevant areas (eg ammunition point, First Aid point etc).

e.         Scoring System.   An explanation of scoring system to be used must be given.

 

COMPLETION OF EACH DETAIL

 19.        On completion of each detail the following procedure is to be followed:

 

a.         All firers must show their rifle (body, action and chamber) clear to their Point Supervisor.

 

COMPLETION OF THE LAST DETAIL

 20.        On completion of the last detail the following procedure is to be followed:

 

a.         Recover all stores..

 b.         Check the range area for cleanliness.

 c.         The RCO must personally complete and sign MOD Form 906 in the Range Warden’s office.

 d.         Complete Reference B.  

 e.         Submit this RASP complete to the Range Office before departing.
